As far as i know they have no function at the moment.
Its planned for 11.0. that they will give attack & defence bonus for 1st round of a battle.

Fusion is used to power the planetary shield so either built alone would be useless. An as st3vn said this is meant to give a multiplier on defence and attack for your defence weapons for the 1st round of the incoming fleets.

Not meaning to jump in st3vn just passing on my knowledge of the usual workings of them

Of course the exact on how they will function will depend on the designer and how he choices the multiplier and application but im sure we will be told but at least people who dont know will get a rough idea

In Space4k it was a +200 addition, not a multiplier, so it was useless. I hope for it to be a multiplier in the future, it will add more variety to the game xD

At the moment it didn't work, but there is something planned to change this
